want to state we're not here trying to undermine funding for sandy, needed for sandy. some of the things the house did i think are legitimate in terms of saying let's set aside unrelated matters. it doesn't mean we cast them into the dust bin never to be seen again. it simply means let's let those that are not emergency situations be more carefully examined in terms of whether we need that. and if someone does come to the floor, as senator lee is going to do, is my understanding, and offers a potential offset, let's at least look at that possibility. the debt clock is ticking and ticking ever faster. and it is destroying the hopes and dreams of future generations. and i think we have a moral responsibility to at least be as conscious and effective with dealing with the taxpayers' dollars in terms of how they're spent, whether it's an emergency supplemental related to a disaster or whether it's just a normal appropriation that comes along every year through our appropriations process. we haven't exercised that kind of discipline, and our country is going to pay a very seriou

's happening right now with the rebuild from hurricane sandy that's going to start in q2? >> well, we had a very strong quarter in oriented as well as lumber. i don't think that was directly tied to hurricane sandy. it takes some time to really be able to respond to a calamity of that nature. but there will be a lot of rebuilding that will take place. we're positioned to take advantage of that. and there will be demand for all of those products. the challenge in every single case will be building that infrastructure back. but that will put some extra pressure on the housing market as well as just the general recovery that we're expecting this year. as we reported this morning, our estimate is that we would see housing starts recover in 2013 to about a million starts. that's a 30% increase off of last year. and in 2012 was up about 30% from 2011. so we're starting to see rebuild. but it's still very low levels compared to long-term trend needs for probably a million five to a million seven starts in this country. >> dan, the housing market can be the engine of a serious recovery because of

and decided to not have a vote on the sandy relief package. that made house lawmakers angry in the northeast. governor chris christie of new jersey also had some tough words for him. he pulled the proposal because conservative republicans said the bill was loaded with pork with projects not related to the storm and they should've gone through the normal appropriations process. a couple days later, he narrowly hung onto his speakership as 10 republicans did not vote for him. now -- and right after that, they ended up passing a hurricane sandy bill. even that only received 49 republican votes. all that as a backdrop, house leaders last week went to williamsburg to figure out the task force on the debt ceiling on the across-the-board spending cuts known as the sequester, coming up. also, at the end of march, we have the continuing resolution, because the senate has not passed a full budget and the two chamber is not agree to a budget, but they have been working off a continuing resolution which funds the government for certain amount of time. it will end on march 27. house leaders tried to put

's causing some real problems for victims of super storm sandy. believe it or not, some of those folks still have no heat, no power in their homes. including this man in new jersey who has yet to receive any aid and is now living in a trailer next to his house. authorities in several american states are already blaming the weather for multiple deaths. schools are closed all over the place. commuter trains and subways jammed. and let's not forget about the frozen pipes and the water mains. take a look at this. chicago firefighters before dawn had to battle a warehouse fire. one of the biggest they have had in years. but the water froze right on to the side of the building. the conditions so bad, look at this. a third of the department had to help put it out. they even had to bring in empty city buss so firefighters with frozen gloves like this guy had a place to try to get out of cold. incredible. steve brown our chicago-based correspondent with more on the deep freeze. the number of deaths appears to be rising tonight. >> yeah. we're across the street from that warehouse fire that you mentio
